25 Low Carb Shepherd’s Pie Recipes (Without the Potatoes) 🥧
Rich, savory, bubbling comfort food that still fits your carb goals. Every pie below is a low carb shepherd’s pie or cottage pie, with a mash topping that’s actually fluffy, not soupy.
Picture this: it’s a cold evening, the kitchen smells like thyme and browned beef, and you pull a gorgeous golden pie from the oven. You dig in with a big spoon and… a puddle. Gray, watery cauliflower seeps into the filling, and the comfort turns into disappointment.
If you’ve been there, you’re not a bad cook. You just weren’t told the one thing that matters. This guide gives you the fix, then 25 pies to use it on, from the classic beef version to lamb, turkey and chicken cottage pies, dairy-free and Whole30 pies, individual skillet pies, and freezer-ready batches.
🔑 The Dry-Mash Secret: Why Your Topping Goes Watery
Cauliflower is about 92% water. Boil it and it drinks more. Mash it wet and that water has one place to go: down into your filling. The fix is three habits:
🥩 Recipe #1: Classic Beef Shepherd’s Pie with Cauliflower Mash
Technically a “shepherd’s pie” is made with lamb and a “cottage pie” with beef, but most people (and most recipe searches) use the names interchangeably. This is the beefy cottage pie style, and it’s the one to master first.
Filling
- 1½ lb (680 g) ground beef, 85% lean
- 1 tbsp olive oil or ghee
- 1 small onion, diced
- 2 celery stalks and 1 medium carrot, finely diced
- 3 garlic cloves, minced
- 2 tbsp tomato paste
- 1 cup (240 ml) beef bone broth
- 1 tbsp Worcestershire sauce (or coconut aminos)
- 1 tsp dried thyme, 1 tsp rosemary
- ½ cup frozen peas
- Salt and pepper
- ¼ tsp xanthan gum or 1 tbsp arrowroot (optional thickener)
Cauliflower mash topping
- 1 large head cauliflower (about 2 lb), in florets
- 3 tbsp butter, melted
- ¼ cup grated Parmesan
- 1 garlic clove, grated
- ¼ tsp nutmeg
- Salt and white pepper
- ½ cup shredded cheddar, for the top
Method
- Steam the cauliflower for 8-10 minutes until tender. Spread on a towel for 2 minutes, then wrap and squeeze out as much water as you can.
- Brown the beef in a large skillet over medium-high heat, breaking it up, for 6-8 minutes until deeply browned. Spoon out all but 1 tbsp of fat.
- Build flavor: add the oil, onion, celery and carrot; cook 5 minutes. Stir in garlic and tomato paste and cook 1 minute until it darkens.
- Make the gravy: add broth, Worcestershire, herbs, salt and pepper. Simmer 10-12 minutes until thick and glossy, not runny. Sprinkle in xanthan gum while whisking if you want it thicker. Stir in peas. Heat the oven to 400°F (200°C).
- Mash: pulse the squeezed cauliflower in a food processor with butter, Parmesan, garlic, nutmeg, salt and pepper until fluffy but not baby-food smooth. It should hold a spoon upright.
- Assemble: spread the filling in a 9×9 in (or 2-qt) dish. Spoon the mash on top and spread to the edges to seal. Fork ridges on top catch the browning. Add cheddar.
- Bake 20 minutes until bubbling, then broil 3-5 minutes until golden. Rest 10 minutes before serving so it slices cleanly.

❄️ Freezer & Meal-Prep Pies
How to freeze a shepherd’s pie (and keep the topping dry)
- Cool the filling and mash completely first. Steam trapped under the topping is how freezer pies turn watery.
- Assemble in a foil-lined dish or individual containers. Skip the cheese until reheating.
- Chill 1 hour, freeze until solid, then wrap tightly in two layers of foil or freezer wrap. Label and date it.
- Reheat: thaw overnight in the fridge. Bake at 375°F (190°C) covered 30 minutes, uncovered 15, then broil 3 minutes. From frozen, bake covered about 75 minutes.
It keeps up to 3 months. Meal-prep tip: portion cooled single servings into glass containers, refrigerate up to 4 days, and microwave 2-3 minutes, then crisp under the broiler if you can.

❓ Frequently Asked Questions
What’s the difference between shepherd’s pie and cottage pie?
Traditionally, shepherd’s pie uses lamb (shepherds tend sheep) and cottage pie uses beef. Many cooks use the names interchangeably, and both work with every recipe here.
What can I use instead of potatoes?
Cauliflower is the most popular, followed by rutabaga, turnip, celery root, or a blend. Each works as a topping; see the table above.
How do I stop cauliflower mash from getting watery?
Steam instead of boiling, squeeze the florets in a towel, use melted butter instead of cold liquid, and broil the top at the end. Let the pie rest 10 minutes before cutting.
Can I freeze shepherd’s pie?
Yes. Cool completely, wrap tightly, and freeze up to 3 months. Thaw overnight and reheat covered, then uncovered, then broil.
How many carbs are in a serving?
The classic beef and cauliflower version is roughly 9 g net carbs per serving (about 6 servings), but it varies by ingredients. Swapping in rutabaga adds a few grams.
